The following programs are available to new and existing businesses in downtown Lock Haven:

Sign Grant Program: Downtown Lock Haven Inc. offers grants for signage with a reimbursement up to 50% of the purchase of the sign not to exceed $500 to approved applicants.  Downtown Lock Haven Inc. reviews proposed signage and determines grant approval. The guidelines used by Downtown Lock Haven Inc. are based upon materials from the National Main Street Center, National Trust for Historic Preservation and focus on design, character, material and compatibility.

Façade Challenge Grant Program: Available April 2005, Downtown Lock Haven Inc. offers matching grants for storefront and facade improvements in the downtown business district up to a maximum amount of $5,000 per storefront.  Any person(s) or other legal entity owning commercial property in the City of Lock Haven’s Central Business District is eligible to apply. Qualifying commercial properties include single-purpose retail and office buildings and mixed-use buildings containing combinations of retail, office, and residential apartments. 

Commercial Revolving Loan Program: The purpose of the Commercial Revolving Loan Program is to establish a below market interest rate loan program for small businesses to improve their facilities; for the expansion of existing businesses; and the start-up of new businesses in the City of Lock Haven. The term of the loan is usually three years for working capital, five years for machinery and equipment, and seven years for real estate. The maximum loan is $50,000 or 50% of the total project costs, whichever is less. The use of the loan must be related to the creation and/or retention of one job for every $10,000 borrowed. 

LERTA, Local Economic Revitalization Assistance Program: The LERTA Program is available in all municipalities in the State Enterprise Zone. This program authorizes municipalities to exempt improvements to business property if such property is located in the deteriorated area.   

Clinton County Revolving Loan Fund: All new or existing businesses located within Clinton County are eligible to apply for loans through the Clinton County Revolving Loan Fund Board at 4% interest rate for a seven-year term. The loan amount is 33 1/3 % of the total project costs. One full-time job must be created and retained for each $10,000 borrowed from the revolving loan funds.
